Parking On Campus

Please watch for pedestrians as you drive on campus. Pedestrians always have the right of way. Use caution in high pedestrian traffic areas. Visit the MCCCD website for complete Parking Regulations details.

Parking Regulations

  • Park only in designated spaces.
  • Employee parking is designated by yellow parallel lines.
  • Student parking is designated by white parallel lines, other than visitor, ATM, child care, school vehicle or Police vehicle parking. However, students may park in employee spaces between the hours of 6:30 p.m. and 7 a.m. daily.
  • Limit one parking space per vehicle.
  • Parking outside stall lines is prohibited.
  • Parking inside a block of solid white lines is prohibited (such as around tree islands and other areas).
  • Vehicles must park facing the centerline in diagonal spaces.
  • No vehicle shall park in a disabled space without a proper state-issued license plate or placard.
  • No vehicle shall park on the grass or pedestrian pathway. No vehicle shall park in a red zone or fire lane.
  • No vehicle shall park on any roadway not designated or marked for parking.

Visitor Parking

Visitors must park their vehicles in the designated visitor parking areas (see the parking map for GCC Main and GCC North). GCC students are not considered visitors. Vehicles that bear a college parking decal may not park in visitor parking areas. Employees within the District are not considered visitors.

Motorcycle Parking

Motorcycles/Motorized vehicles must also be registered and parked only in designated motorcycle parking areas marked with green lines. See parking maps for GCC Main and GCC North.

Bicycle Parking

Bicycle parking is restricted to the racks provided. A bike parked on a sidewalk or at an entrance to or in a building, or secured to a tree, light pole, signpost, or any other unauthorized area shall be subject to impoundment. The college maintains the right to cut locks, chains or cables for the purpose of impounding a bike that is in violation of these regulations.

Operating (driving) Regulations

Compliance with the State of Arizona, ARS-28 codes is mandatory.

  • Posted 15 m.p.h. speed limit is in effect.
  • All vehicles must comply with current emissions control standards.
  • No careless or reckless driving is permitted.
  • Driving motor vehicles, motorized cycles or bicycles on pedestrian paths, the campus interior, or sidewalks is prohibited.

Vehicle Registration

Only employees are required to obtain a parking decal. Failure of an employee to register a vehicle and display a permit will result in a $30.00 fine.

Parking Sanctions (Parking Fines)

All citations issued to a vehicle will be charged against the student, employee, or owner of the vehicle.

  • Parking outside stall lines - $15.00.
  • Parking inside a block of solid white lines - $25.00.
  • Parking in an unauthorized parking area - $25.00.
  • Violating a disabled parking stall or access - $50.00.
  • Parking by a college employee or student in a visitor area - $15.00.
  • Parking in a fire lane - $50.00.
  • Pulling through or backing into an angled space - $15.00.
  • Displaying an altered or substituted permit - $50.00.
  • Failure of an employee to register a vehicle and display a permit - $30.00.
  • Removing barricades or failure to obey vehicle control device - $25.00.
  • Obstructing a properly parked/moving vehicle - $15.00.
  • Parking or blocking a pedestrian path - $15.00.
  • Parking beyond the posted time limit - $15.00.

Fine Payment and Appeals

Fines must be paid at the Student Business Services Office within 15 working days from the date of the citation or the fine will be doubled. Anyone wishing to appeal a citation must do so within the 15 working days or the citation fine will be doubled and all rights of appeal will be lost.

Step 1: If the party wishes to appeal, they will need to start their appeal process online or by clicking the link in the citation email (if they have a permit or are already in the system for previous violations). The Parking and Traffic Appeals Officer will review all appeals. If the citation is appealed and the citation is upheld, payment must be received within twenty-one working days of the appeals letter notification date or doubling of the citation amount will occur.

Step 2: If the party receives an unfavorable decision from the Parking and Traffic Appeals Officer and wishes to appeal further to the college appeals board, they must appeal online using the same process as before AND submit a copy of a paid receipt equal to the amount of the penalty to the College Police Department.

Step 3: Appeals Board. These enclosures will be held for the next appeals board. The appeals board will be the final adjudicating authority on campus.

Step 4: Further appeals may be taken to the Maricopa County Superior Court at the appellant's own expense.

Habitual and Aggravated Violations

  • Habitual or flagrant disregard of vehicle control regulations by students is grounds for suspension or expulsion from the institution.
  • Habitual or flagrant continued disregard of parking regulations by a college employee may affect the individual's salary and continuation of employment (ARS ยง15-1449C).
  • If a person fails to respond to a notice of violation of a parking and traffic regulation, a report may be sent to the appropriate Vice President, Dean, or Director for action.
